I am a big fan of the X-Files... and I am always looking for the strange and unexplained.
But as soon as I started watching this video I said to myself... that's a bug!
It appears to move on a two dimensional plane, as if moving on a wall. It's crawling on the camera lens. Hardly something weird at a gas station.
The color may be the color of the lights near the camera, the camera's inability to correctly capture light so close to the lens (some computer chips in cameras incorrectly interpret colors and shapes at close proximities, especially in security cameras), or just a bug sitting in the dark with the external light filtering around it causing a shift toward blue. It could even be the camera correcting the darkness and increasing saturation, leading to blue tinting.
