Ron Paul does indeed believe that abortion is wrong. However, he doesn't think it is the right of the government to decide anything for anyone. The government has no standing to ban abortion. It's simply not in the constitution. So, while he might not legalize it, he certainly wouldn't make it illegal (not that he could, but you get the idea).
