Philadelphia Police Beating Caught On Tape
The Philadelphia police department is embroiled in a controversy surrounding police brutality, as video emerged of the police beating. In the video, about a dozen Philadelphia police officers gathering around a vehicle, and pulling three men out.
Half a dozen officers held two of the men on the ground, while both were kicked repeatedly. One was shown being punched, another appeared to be struck with a baton, and the third man was also subdued.
The victims in the film have been identified as Brian Hall, 23, Pete Hopkins,19, and Dwayne Duches, 24.
Leading up to the incident was a chase that began in the Hunting Park neighborhood of North Philadelphia, where the three men are reported to have fled a shooting.
As the story goes, a team of narcotics officers with the 25th District witnessed a triple shooting during drug surveillance. They were attempting to identify and arrest suspects and question them about the slaying of Andrew Coach on Sunday.
Police said they saw four men get out of a vehicle and walk to the corner. One reportedly fired upon three men who were standing on the corner, and then took off running. The other three men, his companions, were said to have jumped back in the car and sped off. Police were in pursuit, and eventually pulled the three men over.
Charles Ramsey, Philadelphia Police Chief, indicated that officers in the city had been on edge since the Saturday prior, when officier Stephen Liczbinski was fatally shot with an assault rifle after a robbery.

I've been in a car with a black driver (my husband), where we were pulled over and the cops went to the back of our car and pulled out the bulb over the license plate, then came to the window, one of them tossing it in his hand and grinning, and said, "Sir, I'm going to have to write you a ticket. You don't have a light bulb over your license plate." Being white and ignorant, I cried, "But you just pulled it out---you've got it in your hand!" My husband shushed me, as the cops started telling me what they could do to me if they wanted to, his hand on his gun.
What surprises me is not that cops get shot, but that they don't get mowed down, large scale, by the people they've treated like crap just for a little fun.

This is the continuation of a long tradition beginning in the slave states in the early 18th century America, when slaveholders were required by state law to patrol the plantations, the slave quarters, the woods and roads for enslaved Afrikans who were acting in any way whites found suspicious, inappropriate or insolent. These bands of white patrollers or paddytrollers were authorized to administer punishment as they deemed fitting and proper, which included beatings, maimings and killings. Modern day cops exercise the same authority and carry out the same function.
Mirimba Ani has written about this European attitude in her masterpiece, Yurugu. In the section entitled, "The 'Cultural Other' and European 'Law'", she describes white attitude toward Black people thusly, "These cultural others are not truly human--not really people."
As for Black and Hispanic cops who are accomplices in these practices, they are no different than the brainwashed Black overseers who did so in the slaveholding South. Thus they joined in the 50 shot execution of Sean Bell on his scheduled wedding day.

Yup exactly, On Saturday a Philly cop gets assassinated by 3 thugs with an SKS assault rifle before he could even draw his weapon... These punks are stupid enough to shoot three people, well I think got exactly the police response that they deserved...Thats why I never cry when cops shoot a thug.

these 3 thugs had just finished pulling a drive by what do these people expect the police to do politely ask these criminals to exit the vehicle? classic that this is what draws media attention/criticism not that these officers were removing dangerous criminals from our streets. i wonder how long before the aclu/naccp get involved playing the race card and calling for these officers badges. meanwhile the victims of the shooting are ignored. unbelievable.
Guilty Until Proven Innocent, I Suppose -- And, of what?
If anyone read the article carefully they would see that one of four men was seen shooting three men on a street corner. Despite the fact that here in Atlanta police officers have been proven to lie about what they witness, I will go with the assumption that what the surveillance officers saw was accurate and true.

Even with that, the only thing the other men were seen to have done, according to this article, is leaving the scene of a crime. Surely, a beat down like they appear to have received was excessive for that offense.

Everyone Has procedures they have to follow. If teh Police belived these were the men that had somthng to do with that shooting why didn't they walk up on teh car with their gund drawn asking the Boys to get out the car... If I felt that Someone was a threat and I felt they had guns I would have my gun.. to me the cops really didn't believe that these men was a threat because there is no way I'm going to walk up to a car with 3 i repeat 3 possible subjects that have guns thats not going to happen. I am not saying these guys are innocent of what they did but there are provedures that need to be followed so that you don't have issue and for the commiossioner to use that Cop that was killed (God rest is Soul) as an exucse for them boys getting beat up is crazy.. Because in that case they should have shot...
